Appeals period to Community Improvement Plan (CIP)

TAKE NOTICE that, in accordance with Section 28 of the Planning Act, R.S.O. 1990, as amended, the Council of the Corporation of the Township of North Glengarry passed By-law No. 39-2021 for the designation of a Community Improvement Project Area and the adoption of a Community Improvement Plan (CIP). The Date of Decision and Last Date of Appeal are noted below.

THE PURPOSE AND EFFECT of the proposed CIP is to encourage and promote continued revitalization in the Township of North Glengarry (“Township”). The proposed Community Improvement Project Area and CIP will provide a set of financial incentive programs to support development, redevelopment, and revitalization in the Township.

THE SUBJECT LANDS of the proposed Community Improvement Project Area and CIP encompass the entire municipal boundary of the Township.

EFFECT OF PUBLIC SUBMISSIONS ON THIS DECISION: There were no written or oral submissions received from the public that had an effect on the decision of Council.

WHEN AND HOW TO FILE AN APPEAL: Any appeal to the Ontario Land Tribunal must be filed with the Clerk of the Township no later than 20 days from the date of this notice, shown above as the Last Date of Appeal.

 The notice of appeal must be filed with Sarah Huskinson, Chief Administrative Officer and Clerk, at the address shown below and it must:

 (1)  Set out the reasons for the appeal and the specific part of the proposed By-law to which the appeal applies;

(2)  Include a completed Appellant Form (A1), which may be obtained from the Town Hall or by visiting the Ontario Land Tribunal website at;  and

(3)  (3) Be accompanied by the fee charged under the Ontario Land Tribunal Act, 2021, payable by certified cheque to the Minister of Finance.

The decision of the Council of the Township is final if a notice of appeal is not received on or before the last day for filing a notice of appeal.

Only individuals, corporations or public bodies may appeal the decision of the Township to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or group on its behalf.

No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the Council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.

ADDITIONAL INFORMATION: Additional information about the By-law is available for public inspection during regular office hours (8:00 a.m. and 4:00 p.m. weekdays) at the Township’s municipal offices at the address noted below.

North Glengarry CIP Information

What Financial Incentive Programs Are Available?

A. Planning and Design Grant - To offset the professional fees associated with preparing plans and renderings.
B. Building Improvement and Infill Grant - To encourage property owners to implement aesthetic improvements, including restoration work, to their building facades and to encourage targeted infill projects.
C. Commercial Signage, Civic Address Signage and Commercial Awning Grant - To assist with the replacement and updating of existing signage, to encourage the replacement or addition of awnings and to improve the visibility of civic number signs.
D. Landscaping and Public Art Grant - To provide assistance for the upgrading of the property, including parking areas, visible from the street and other landscaping features between the building facade and municipal property. Also intended for the beautification of vacant and to encourage exterior public art on private property.
E. Building Permit Fee Grant - To offset the costs associated with the applicable building permit fees.
F. CIP Municipal Loan Program - To provide an interest-free loan to property owners to help finance the restoration, repair or renovation of the facade of a building that faces a street, park or public gathering space, or the construction of an infill project.

 **Interest-Free CIP Loan Program through Desjardins Caiss Populaire de la Vallée - A CIP Interest-Free Loan Program is also offered through Desjardins Caisse Populaire de la Vallée for buildings occupied by a commercial vocation. Please note:

  • Projects must be submitted to, and approved by, the Township of North Glengarry prior to the commencement of any works.
  • Projects must comply with the CIP Design Guidelines.
  • Applications will be received on a rolling, open-ended basis subject to the availability of funds, as approved by Council.
  • Applications will be accepted, evaluated and determined on a first-come first-serve basis, with Phase 1 projects taking precedence over those of Phase 2 and Phase 3.

Quels programmes d'aide financière sont offerts?
A.  Aide financière pour planification et design - Pour compenser une partie des frais associés à la préparation des plans et dessins.
B.  Aide financière pour les bâtiments et projet d'insertion - Pour inciter les propriétaires d'immeubles à effectuer des améliorations esthétiques notamment des travaux de restaurations à la façade et pour encourager les projets d'insertion ciblés.
C.  Aide financière pour l'affichage commercial, les enseignes de numéros civiques et les auvents commerciaux - Pour favoriser le remplacement et la rénovation de l'affichage existant, encourager le remplacement ou l'ajout d'auvents et pour améliorer la visibilité des enseignes de numéros civiques.
D.  Aide financière pour l'aménagement paysager et l'art public - Pour fournir une assistance visant à l'amélioration de la propriété, incluant les aires de stationnement visibles de la rue et autres éléments paysagers entre la façade du bâtiment et la bande de terrain appartenant à la municipalité. Cette aide est aussi un incitatif pour  l'embellissement des vitrines de magasins et pour encourager l'art public à l'extérieur des propriétés privés.
E.  Aide financière pour les honoraires de permis de construction - Pour compenser une partie des honoraires associés à la demande de permis de construction.
F.  Aide financière - Prêt municipal du PAC - Pour octroyer un prêt sans intérêt aux propriétaires d'immeuble en vue du financement de la restauration, réparation ou rénovation de la façade du bâtiment donnant sur une rue, un parc, un lieu de rassemblement public ou pour la construction d'un projet d'insertion.

Dans le cadre du PAC, un programme de prêt sans intérêt est également offert par Desjardins Caisse populaire de la Vallée pour les bâtiments à vocation commerciale. Pour plus de renseignements, veuillez contacter Elaine Oetelaar au 613-525-2141, poste 7120234.


Veuillez noter:

  • Les projets doivent être soumis et approuvés par le Canton de Glengarry Nord avant le début des travaux.
  • Les projets doivent respecter les lignes directrices de design telles qu'établies dans le PAC.
  • Les demandes seront reçues sur une base continue pour une durée illimitée et selon la disponibilité des fonds, tel qu'approuvé par le Conseil.
  • Les demandes seront acceptées, évaluées et déterminées sur une base de «premier arrivé, premier servi », les projets de la Phase 1 ayant préséance sur ceux de la Phase 2 et de la Phase 3.
