The Administrative Monetary Penalty System (AMPS) is a municipal alternative to the provincial court system that administers and adjudicates bylaw offences. The AMPS program of enforcement transfers parking and Bylaw disputes from the courtroom to the municipality, which is more efficient.
Administrative Monetary Penalities By-law 20-2023
If you receive a penalty notice, you must choose one of the following options by the due date on the penalty notice. An administrative fee is payable if the fine goes into default and the information may be provided to a credit bureau or added to your municipal taxes. Unpaid parking tickets may result in a conviction recorded against and you risk denial of your Ontario Vehicle Permit application.
1. Pay your penalty notice: You may pay by mail to the address on your penalty notice (cheques only), or pay in-person or drop off payment at 3720 County Road 34, Alexandria, Ontario; OR
2. Submit a Request for a Screening Review to dispute a penalty notice on or before the date on which the Administrative Penalty is due and payable. No appointment necessary. To authorize another person to act on your behalf, complete the AMPS Authorization Form.
3. If you have not requested a Review by a Screening Officer on or before the date on which the Administrative Penalty is due and payable, you may Request an Extension to Obtain a Screening. This may be emailed, mailed or faxed to the Township Office. Note that this option expires after forty-five (45) days of the Penalty Notice Date (the date of the contravention specified on the Penalty Notice).
Appealing a Screening Review DecisionYou may appeal a screening review decision by requesting a review by a Hearings Officer. You must submit your appeal request within 30 days of issuance of a screening decision. Hearing reviews are held at the Township office.
If you have not requestd a Review by a Hearings Officer on or before the date on which the Administrative Penalty is due and payable, you may Request an Extension to Obtain a Hearing. This request may be emailed, mailed or faxed to the Township office. Note that this option expires after 45 days following the date of the screening decision.

What is a penality notice and what does it look like? |
Penalty notices are issued for violations of the Township’s Bylaws as provided in the AMPS Bylaw. The penalty notice contains a fine and a due date. You must respond to the penalty notice by the due date shown by either paying the fine amount, requesting a screening review or an extension to obtain a screening. Failure to respond to the penalty notice by the due date shown may result in additional fees, plate denial processes (for parking tickets), and the information may be provided to a credit bureau or added to your municipal taxes. |

What do screening and hearing officers do, and how are they appointed? |
If requested, a screening officer will review the administrative penalty contained in a penalty notice. Screening reviews are conducted internally after the request form is received. The Screening Officer may affirm, vary or cancel the administrative penalty.

What if I don't attend a scheduled hearing? |
If you do not attend a scheduled hearing review appointment and you have not requested an Extension to Obtain a Hearing, the penalty notice will be confirmed and additional fees will be added and the information may be provided to a credit bureau or added to your municipal taxes.

What if I'm not satisfied with the result of a screening or hearing? |
If the matter is still in dispute following the review by the Screening Officer, you may request a review by a Hearings Officer. Hearings reviews are currently being conducted at the Township office. A request for a hearing must be made prior to the due date outlined in the Screening Officer’s decision using the Hearing Request Form. It is important to note that you may only appeal the Screening Officer’s decision and must do so within 45 days after the screening decision date and that only the information/evidence submitted at the screening will be considered at the hearing. The decision made by the Hearings Officer is final. |

How can I submit a by-law complaint? |
By-law complaints can be registered in writing at the Township's main office. You may also download a copy of the complaint form HERE to complete and return to the Township's main office at 3720 County Road 34, R.R. 2, Alexandria (613) 525-1110.

What happens when I register a by-law complaint? |
All complaints and violations are investigated and are dealt with confidentially, however there are cases where you may be required to attend court as a witness. In most cases, warnings, letters and recommendations are made in order to resolve the problems. Re-occurring infractions however are dealt with by issuing a set fine or legal action may be taken by issuing a notice or summons to appear in court under the Provincial Offences Act.

How do I deal with an after hour complaint? |
The Municipal By-Law Enforcement Department is available from 8 am until 4 pm. Should you require after hour service please call: 613-525-1110 and listen to the prompts for after hour services.
Should you require immediate Police assistance please call 1-888-310-1122 or 1-888-310-1133 for the hearing impaired.
