Maxville Lagoon Expansion Environmental Study Report Now Available

The Township of North Glengarry owns and operates the Maxville Lagoon which treats all wastewater collected in the Village of Maxville.  The flows generated within the collection system have increased and are approached the rated capacity of the Lagoons.  The Township is initiating the environmental assessment process to determine the preferred solution to providing an increased capacity to the Village of Maxville.

The preferred solution was the introduction of a fall discharge window, such that treated effluent can be discharged to the receiving stream every spring and fall, thereby increasing the rated capacity of the Maxville Lagoons without the need for an expansion of the lagoons. 

The Ministry of the Environment, Conservation and Parks (MECP) reviewed the ability for the receiving stream to assimilate the discharge of treated effluent in the fall and recommended new effluent criteria for the lagoon system.  The new effluent criteria require the following works:

·        Addition of aeration to the lagoon system.

·        An intermediate pumping station to transfer lagoon effluent to an ammonia removal treatment system.

·        An ammonia removal treatment system.

One possible layout of the proposed treatment system is shown in the figure below.

The Township has completed this project as a Schedule “C” process of the Municipal Class Environmental Assessment (2024). As such, public and technical agency consultation played a key role in developing the study recommendations.

An Environmental Study Report (ESR) documenting the planning process undertaken, details of the study recommendations as well as potential impacts and mitigation measures, has been completed and is being made available for public review. Subject to comments received following this Notice and the receipt of approvals, the Township intends to proceed with construction of the recommended project as outlined in the ESR.

The ESR is available for review on via the Township's website using this link, and at the Township Office (3720 County Road 34, Alexandria) and the Maxville Library (2 Spring Street, Maxville) during regular business hours.

Interested persons may provide written comments to our project team by October 8, 2026. All comments and concerns should be sent directly to the Township of North Glengarry at the 3720 County Road 34, Alexandria, ON or through email at pwdirector@northglengarry.ca .

In addition, a request to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring a comprehensive environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information.

Requests should specify what kind of order is being requested (additional conditions or a comprehensive environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include supporting information.
