Township of North Glengarry and Government of Ontario Sign Agreement to Expand Wastewater Infrastructure Project to Support Future Growth

North Glengarry, ON – The Township of North Glengarry is pleased to formally announce that it has reached an agreement with the Government of Ontario to expand the scope of the township's wastewater infrastructure project that was funded through Ontario’s Municipal Housing Infrastructure Program’s Housing-Enabling Water Systems Fund (MHIP-HEWSF). The township will reallocate $14.2 million in project savings to support additional wastewater infrastructure improvements in Alexandria and Maxville.

In 2025, Ontario committed approximately $28.5 million through the MHIP-HEWSF to support the North Glengarry Wastewater Capacity Expansion Project (previously known as the Alexandria Lagoon Expansion Project), a major investment aimed at increasing wastewater treatment capacity, supporting housing growth and maintaining regulatory compliance. Following completion of the detailed design and competitive tender process, the projected cost of the project is $24.8 million, creating an opportunity to reinvest $14.2 million into additional municipal infrastructure priorities.

Through collaboration with the Government of Ontario, the township has successfully secured approval to broaden the project's scope and redirect available funding toward additional wastewater infrastructure initiatives in Alexandria and Maxville, including:

• Expansion and optimization of the Maxville Lagoon system, including aeration, polishing treatment and conveyance infrastructure.
• Upgrades and expansion of the Maxville Main Sewage Pumping Station.
• Upgrades to the Alexandria Main Sewage Pumping Station.
• Additional wastewater improvements in Alexandria to support future housing growth and regulatory compliance.

The expanded project scope maximizes the value of existing MHIP-HEWSF investments from the province and township by directing available funding toward additional housing-enabling infrastructure that will benefit residents and support long-term community growth.

These investments will help address wastewater servicing capacity needs, support residential development opportunities in both Alexandria and Maxville, improve overall system performance and strengthen the township's long-term infrastructure network.

Collectively, these infrastructure investments will more than double wastewater treatment capacity in both Alexandria and Maxville, creating servicing capacity equivalent to approximately 3,210 residential units in Alexandria and 811 residential units in Maxville. This additional capacity will help address local housing demand, support economic growth and advance the township's long-term development objectives.

Supporting housing development, economic growth and responsible infrastructure investment is a key strategic priority of Council and the expanded project scope represents a significant step toward achieving those objectives.

The amended agreement also extends the project timeline, allowing the township sufficient time to complete the expanded scope of the North Glengarry Wastewater Capacity Expansion Project.  Construction of the Alexandria Lagoon Expansion is actively underway and scheduled for completion by the end of 2027 and the Maxville Lagoon Expansion is scheduled to be completed by the end of 2028.
